The second new ball changes a Test because it changes the batter's margin
Taking a fresh ball is often described as a bowling advantage, but its real effect is on how much error a batter can survive, which is why the timing of the decision matters more than the ball itself.

What an old ball stops offering
A ball that has been in use for a long stretch has lost the hardness that turns a good length into an awkward one for the batter. It arrives slower off the pitch, sits up rather than skidding, and gives the batter an extra fraction of a second to adjust the bat face. Seam movement diminishes because the seam itself has flattened against the square, and the surface no longer grips the air the way it did.
Bowlers can still find reverse movement or extract turn, but those are skills applied to a ball that has stopped helping them by default. The batting side is therefore not simply surviving; it is being handed a wider margin on every stroke it chooses to play.
Why hardness matters more than shine
Shine determines conventional swing, which is a through-the-air effect and depends heavily on atmospheric conditions the bowling side cannot control. Hardness determines what happens after the ball pitches, and that is the part of the delivery a batter has almost no time to correct for. A hard ball leaves the surface faster, carries further to the cordon, and turns an outside edge from a safe deflection into a catch.
It also rewards the bowler who hits the seam, because a raised seam on a hard ball produces deviation that a soft ball simply cannot generate. That is why a captain taking the new ball is buying carry and deviation rather than buying swing, whatever the commentary suggests.
The batting side's dilemma before it arrives
Batters know the fresh ball is coming, and the overs immediately before it become a negotiation between scoring now and surviving later. Scoring hard in that window is tempting because the old ball is at its most benign, but it exposes a set batter to dismissal at exactly the wrong time. Losing a wicket just before the change means a new batter faces the hardest passage of the day with no feel for pace or bounce.
Blocking instead concedes the initiative and lets the bowling side rotate its quicks so both are fresh when the change is made. There is no clean answer, which is why the strongest batting units treat the approach to the new ball as a rehearsed phase rather than an improvisation.
How captains time the decision
A captain rarely takes the new ball at the earliest opportunity, because the value of the change depends on which bowlers are able to use it. If the quicks have just bowled a long spell, a fresh ball in tired hands wastes the hardest and most dangerous overs it will ever have. Light matters too, since a hard ball late in the day carries more menace when the batters are already dealing with a difficult sightscreen.
Some captains hold the ball back specifically to reach a session break, so the new ball begins with fresh bowlers against a batter who has just restarted. The decision is therefore a scheduling problem disguised as a tactical one, and captains who treat it casually surrender most of its benefit.
Why the advantage has a short half-life
The hardness that makes a fresh ball dangerous begins to fade within a handful of overs, faster on abrasive surfaces than on soft ones. That gives the bowling side a narrow window in which the fielding positions, the bowlers and the plan all have to be correct simultaneously. Captains who spend those overs experimenting with lines usually find the ball has softened before they discover the one that was working.
Batting sides survive the window by playing straighter and later, accepting a period of low scoring in exchange for keeping wickets intact. Whichever side treats the window as the whole point of the passage tends to win it, because the other side is still playing the previous phase.
