Dew is a tactical variable, not an excuse
Moisture settling on an outfield during an evening match changes what a bowling side can physically do, and sides that plan for it hold an advantage over sides that merely complain about it.

What dew actually does to a ball
Moisture settling on the outfield transfers to the ball every time it travels along the ground, leaving the surface damp and slick. A wet ball is harder to grip, which affects any delivery requiring the fingers to impart revolutions at the point of release. Spinners are therefore hit hardest, since their entire method depends on a secure grip and a controlled release of rotation.
Seam bowlers lose less, though a damp ball becomes difficult to hold across the seam and reverse movement becomes essentially unavailable. The effect is mechanical rather than atmospheric, which is why it can be anticipated in advance and planned around to a degree.
Why it favours the batting side second
A ball that skids on rather than gripping is easier to time, and batters can commit to strokes earlier with less risk of being deceived. Fielders also handle a slick ball less cleanly, so misfields increase and boundary saves become marginally less reliable. Together these produce a scoring environment noticeably more generous than the one in which the first innings was played.
A target that looked competitive at the halfway stage can therefore be inadequate through no failure of the side that set it. This asymmetry is the reason captains at venues prone to heavy dew choose to field with such consistency after winning the toss.
Planning the bowling order around it
A side aware that dew will arrive can front-load its spin overs, using them while the ball is still dry and grip is available. That leaves the later overs to bowlers whose method survives moisture, which usually means quicker bowlers operating with hard lengths. It costs flexibility, since the captain has spent his slower options before knowing how the chase will develop.
The alternative is holding spinners back and discovering that they cannot control the ball when they are most needed. Neither choice is comfortable, but the side that has decided in advance executes it faster than the side improvising at the time.
Selection consequences
Franchises playing regularly at damp venues will weight their squads toward bowlers whose effectiveness is least dependent on grip. That can mean preferring a quicker bowler with a hard length over a more skilful slower bowler who becomes ineffective after a certain hour. It also raises the value of batters who can strike a skidding ball, since the conditions reward timing more than power.
Sides that ignore the pattern find themselves fielding a well-balanced eleven for conditions that will not exist by the second innings. Venue-specific selection is unfashionable, but it is a straightforward response to a physical phenomenon that recurs at the same grounds every season.
Why the counters are limited
Ground staff can reduce dew formation to a degree through covering and chemical treatment, but the underlying conditions remain meteorological and beyond their control. Bowling sides use towels and dry the ball between deliveries, which helps briefly and slows the over rate at the same time. Some bowlers change grip entirely, holding the ball more firmly and accepting less revolution in exchange for basic control.
None of these restore the conditions of the first innings, so the asymmetry survives every practical mitigation currently available. The realistic response is to build the plan around the asymmetry rather than to attempt to eliminate it.
