Restrictions define the first over

With most fielders confined inside the circle, a bowler in the opening phase cannot rely on protection in the outfield. That makes the length he bowls far more consequential, since anything short can be pulled into a largely empty boundary. The rational approach is to attack the stumps and the edge, because a wicket is worth more here than a maiden could ever be.

Batting sides know this and take risks accordingly, which is why the phase produces both the highest scoring rates and the most dismissals. A bowler operating in it is therefore engaged in an exchange of risk rather than an attempt at containment.

The middle over is a containment brief

Once fielders spread, the same bowler is asked to prevent strike rotation rather than to hunt for a breakthrough. That changes his lines, his pace and the field entirely, and it changes what a good over looks like on the scorecard. An over conceding a modest number of runs without a wicket is a clear success in this phase and a disappointment in the first.

Bowlers who cannot make the adjustment tend to keep attacking, which offers the batting side scoring opportunities exactly when it needs them. The mental shift is harder than the technical one, because it requires accepting a role that produces no visible reward.

The final over is an accuracy problem

Bowling at the end of an innings means facing batters with nothing to preserve and a field that cannot cover every option. The margin for error collapses, since a delivery landing a short distance from its intended spot becomes an easy boundary rather than a difficult one. Bowlers respond with variations designed to make the ball arrive at an unexpected time, because pace alone is straightforward to hit.

Executing those variations under maximum pressure is a distinct skill, and it is the reason death bowlers are valued so far above their averages. Success in this phase is measured against what a competent bowler would have conceded in the same situation, not against any absolute figure.

Why holding overs back is a resource decision

A captain distributing a limited allocation of overs is managing a resource that cannot be recovered once it has been spent. Using the best bowler early maximises the chance of early wickets but leaves the closing phase to someone less capable. Holding him back protects the end while allowing the batting side a free run at weaker options in the middle.

The correct distribution depends on the match situation, which is why fixed schedules for bowling changes tend to be exploited. Captains who commit early to a plan and refuse to revise it usually find the opposition batting around it comfortably.

What this means for how bowlers are assessed

Comparing bowlers by an overall economy figure ignores that they may have been used in entirely different phases of an innings. A bowler used exclusively in the closing overs will always appear more expensive than one protected through the middle. Franchises that account for phase in their assessment reach conclusions that differ sharply from the published tables.

This is one of the clearest cases where the standard measure and the actual contribution diverge in a systematic direction. Understanding that divergence explains why some bowlers are retained season after season despite figures that look thoroughly unremarkable on paper.
