Why a second serve costs more points than its speed suggests
The weakness of a second serve is not the pace it lacks but the certainty it hands the returner, and that certainty compounds through the rest of the point.

Certainty is the real concession
A first serve carries the threat of several different deliveries, and the returner must prepare for all of them at once. A second serve narrows that range sharply, because the server can no longer risk the deliveries with the smallest margins. The returner therefore faces a smaller set of possibilities and can prepare for each of them with far greater precision.
That reduction in uncertainty is worth more to a returner than any reduction in ball speed, which merely changes the timing. It is why second serves struck with substantial pace are still attacked routinely, while slower deliveries that remain genuinely unpredictable are frequently left alone.
Court position follows from predictability
Knowing roughly what is coming, the returner can move forward and take the ball earlier without much risk of being overwhelmed. From inside the baseline the return can be directed with intent rather than merely returned, which changes who is dictating the rally. The server, having produced a delivery designed for safety, is then required to defend from behind his own baseline immediately.
That reversal of roles occurs before either player has struck a groundstroke, which is why second-serve points feel decided from the outset. Servers describe it as being on the back foot, and in this case the description is literal as much as it is figurative.
Spin as the available defence
Because pace is unavailable, second serves rely on spin to force an awkward bounce and buy the server time to recover position. Heavy topspin lifts the ball high over the net and drops it steeply, which pushes the contact point above the returner's comfortable height. Slice moves the ball away from the returner's body, dragging him off court and reopening the angle the server needs.
Both are effective, but both require the server to accept a slower ball, which shortens the time available to reach the recovery position. The choice between them is dictated less by preference than by which side of the returner is genuinely uncomfortable.
Why the surface changes the arithmetic
On a fast, low-bouncing surface, a heavily spun second serve sits up less and travels through, giving the returner an easier contact. On a slower surface with a higher bounce, the same delivery climbs toward the shoulder and becomes genuinely difficult to attack. That is why players who rely on kick serves are more comfortable on some surfaces and visibly exposed on others.
Servers who cannot adapt find their second serve producing acceptable results in one setting and consistently losing points in another. The delivery has not changed; the surface has altered what the returner can do with it.
The compounding effect across a match
A server who wins a low share of second-serve points cannot afford any drop in first-serve accuracy, because every miss becomes a probable lost point. That pressure tends to make players push their first serve, which lowers its threat and hands the returner more opportunities anyway. The cycle is self-reinforcing, and it explains why service games can unravel without any obvious decline in a player's striking.
Breaking the cycle usually requires accepting more double faults for a period, which is uncomfortable at exactly the moment it becomes necessary. Players who tolerate that discomfort restore the uncertainty, and with it the value of every other delivery they own.
